In the winter of 1894, Forest and Stream magazine sent Emerson Hough to Yellowstone to document the decline in bison. Under legendary guide Billy Hofer, Hough learned to ski, witnessed the arrest of poacher Ed Howell and met photographer F. Jay Haynes. Hough wrote up the expedition in a series of 14 articles which motivated Congress to pass an anti-poaching act and turned public opinion against a proposed railroad through the park.
